Default Revit Rebar, Problem with automatic placement of bars.

I'm having trouble amending the position of links within a concrete ground beam. Basically I can place the outer link which correctly sizes itself to the cover, but when I place an inner leg the height automatically reduces so it is smaller than the outer link, whereas it should be the same height. I can't seem to find a way to change this. The best I have managed is to get it halfway, i.e. top of bar overlaps out link, but the bottom still sits within it. Even altering the dimension in the properties has no affect.
Any suggestions would be most welcome!

Unfortunately ligs will displace as Revit tries to force one lig inside the other, it is an annoying feature. What you can do to stop this, duplicate the lig bar shape then edit the new shape family. Open the Rebar Shape Parameters and change the Style setting from Stirrup/Ties to Standard. Then use the new lig bar shape. This will allow ligs to be modelled one behind the other.
