Is it possible to create this type of view title family

We'd like to create a view title family like the attached image, with the following conditions:

1. The scale remains 1/4" from the left side.

2. The box containing the view number can be moved further from, or closer to, the scale.

3. The view name remains centered (+/-) between the scale and the box containing the view number.

Is such a beast possible? Optionally, I could right-justify the view name and keep it adjacent to the box containing the view number, PROVIDED the scale could be a variable distance from the same box.
