Angry Paper Space Annotation Scale is not 1:1?

I have a drawing that I cannot seem to fix. When in PS the Annotation scale listed in the Properties palette is 1:50. It should be 1:1. I am unable to change the CANNOSCALE variable off of "1:50". The dimscale lists as 1.00. If I attempt to add text or any block containing text to PS it comes in 50x larger than 1:1 - unsurprisingly. This is driving me crazy. What's worse is that another Layout in the same drawing functions perfectly fine and is set to 1:1.
    Has anybody encountered this before?

Hi Welcome to the forum, can you take a look in the scale list if 1:50 is there, if it is not, then you can't command CANNOSCALE to 1:50? Or could you attach the cad files here so we could see it.
