layer properties no longer show up

can anyone explain why whenever i select an object the layer properties no longer show up? or why my delete key do not erase object, i must use the erase comand? or why cant i not double click to edit text anymore?

set PICKFIRST to 1
set PICKADD to 1 or 2
set DBLCLKEDIT to on
If that doesn't help let us know exactly what product & version you're using.
