Single line text won't rotate

Hi,
The single line text in my CAD file won't rotate through controls in the properties section. The rotation panel appears inactive, and using match properties with correctly oriented text as reference won't work either.
It doesn't appear to be annotative text with "match text orientation to layout", as I've tried changing these settings. It was formally a block before I used "Burst" on it. I've used 3D Map 2012, AutoCAD 2006 and AutoCAD LT 2009, and this propblem appears the same in all. I've attached the file to this post.

How can I resolve this situation without having to manually rotate each text?

It's the text in the rooms which are rotated at 90 degrees I'm having problems with and not the labels.
Sorry I wasn't more detailed. Can you give it another try please.

Ah. Okay.
The justification is set to "Fit" - change it to any other justification.
