I think the OP meant OCR (optical character recognition). to date i am yet to see a "foolproof" OCR program. But there's a lot out there.

to my knowledge, if he wants to read text from QR code ,all he need is a barcode scanner app,but not a qr code generator.
but if he wants to extact text from image text, OCR recognition is necessary.after quick searching on google,
