Add a panel to an exsiting contextual tab

Hi,
My Command updates the title blocks so it would be great to add it to the "Modify | Titlte Blocks" tab.
Is there a way to add programmatically or in any other way my command to an exsiting contextaul tab?

and another question while we are at it..
Is there a way to apped a coomand to the "Panel dialog box luncher" like in AutoCAD?
