Can you disable the F1 key?

I have someone that has a hard time not hitting F1 instead of ESC.
I do not see F1 in the CUI. Did I miss it?

OK - so that is not working for me. I listed the keys in alpha order and F1 is not showing up.
What am I missing?

IIRC........you have to
1. Create a command (or use an existing command)
2. Add that command to the Keyboard Shortcuts
3. Put your cursor in the "Keys" column of the command you just added
4. Literally press the desired key that you want to associate with that command.
