Annotation in a 3D ISO view or drawing

We are working in 2012 Mechanical. We do pipe layouts in 3D and then turn then to an ISO view. What is the best way to add text to the drawing (call out pipe fittings, pipe lengths, valve, etc) and not have them be out in Timbukto when you change to a different view or rotation angle?

My guess would be to do it in paper space.
I don't know that there's a good way to add text in a 3d ISO view and it act like a tag and move with the object.
I believe you used to be able to use an "Anchor" tool that's supposed to "tie" an object to a host, but it's been a long time since I've used ADT or ACA.

Thanks David. I also had thought of that. I was wishful that there was a 3D Annotative command that I didn't know about.
