So figured it all out. when you link in a nested shared family for the annotation.....

if you place on the Ref. level view, the annotation will show on how you look at it in the project. Ex. like floor plan or RCP, and not on the wall.

If you place the nested family on the front / back plane it will also only show when you look at it that way in the project, on the wall but not on the floor or ceiling. You do have to play around with what side of the plane you insert it on and also possibly the rotation of the annotation in the nested family to make it visible in the project. Just note it could be potentially different in the project than in the family, as I saw a kind of mirroring effect going on. possibly from the way I did it or maybe just the way Revit does it. I can't say right now just happy I got it working...
