Annotative text problem

I have a drawing that has annotative text (in model space) at 1:200, 1:300, 1:500 and 1:1000 scales. They all change scale properly while in model space.

I used design center to import 3 layouts from another dwg that need to be at 1:500. Problem is, when I go to those layouts the text isn't being displayed at the correct scale of 1:500.
Going into floating model space, some of the text is shown at 1:200 and some at 1:1000. clicking on the text, the dialog shows that the 1:500 scale is on the list, but nothing
seems to make the text change while in paper or floating model space.

It only displays correctly in model space.

Help, please.

Is the viewport scale set correctly? Command ZOOM S 500XP.

After toying with it for an hour, I finally got it to work. I unlocked the viewport (which came over that way thru design center), then selected the synchronize annotation scale icon which sent the viewport scale to 1:1, then selected the 1:500 scale and voila!!!
everything was back like it should be.
