Quick leader to a block. Select quick leader then enter s for settings under annotation select block reference, then when you enter your leader you will be asked for your block reference, type in your reference and you can connect it to your leader.

Where on the pull-down menu is this "Quick leader" located or where do you selected it from?

Pulldown is dimension-->leader
It is on the dimension toolbar
command line is qleader (not sure about the alias, as I have edited mine)
