Can't change angle of leader notes

I am using Mechanical 2013. I am having difficulty changing the angle of a leader note. I can move the text along the same angle but no where else. I am assuming there is a setting that needs to be changed, but i am not that familiar with ACAD mechanical. Thanks in advance for any help in this issue.

Should mention that the leaders in question are referencing circles. All the leaders pointing to lines are ok.
