Summary: Make contour smoothing recognize intersections with breaklines

Description: By making contours recognize breaklines, you can make an abrupt transition from one curve to another. My best guess would be to have the contour break into spline segments at breakline intersections.

Case scenario: a road with curbing.
If smoothing is activated, you will get massive wisps where the elevation is changing dramatically from one surface to another. If breaklines were recognized, it would be able to make an abrupt halt, calculate the road breaklines based on the extent of the roadway, climb the curb, then return grade without any wisps being formed.

Second level programming:
choose which breakline sets influence a contour break. Either flagged directly in the surface's breakline groups or within the corridor breakline parameters.
