Text will not display in Paper Space that is associated with xrefs

I am having extreme difficulty getting text that is in external references, in model space, to display while I am in paper space. I can be in the Model tab, and all text displays fine. But, in pspace, no text that is attached to any of my xrefs shows up. I checked my layers to make sure the text layers are not set to freeze within my viewports. I can't figure it out.

Please help if possible.

Ok now I am really confused. I have the same problem as JK, sometimes but not others. ACAD LT 2012. In all cases, the text within the xref is annotative. In other threads, people have said that annotative text in xrefs is totally kosher. How would I go about utilizing xrefs if the text is not annotative? By which I mean, from where I sit, it needs to be annotative so that it displays correctly at the vp scale. I attach an example, which was inserted with SSM. The text is annotative in 2 scales, but I cannot see it in either.

Set ANNOALLVISIBLE to 1 and see if that helps
