Summary: Allow controls for elevation annotation text to orient properly no matter the slope direction

Description: Allow elevation annotation marker to read correctly no matter the slope -- not upside down if the slope happens to be downhill toward the top of the page. Putting upside down text on the page makes it look like the drafter did not know what they were doing.
