Default Rotate pipe network structure by view orientation

Summary: When toggled structure rotation will match view orientation of view port.

Description: Enable a toggle to be able to set the view orientation of a pipe network structure to match that of the view port. Particularly for the plan view display of structures that use a block with a letter designation.

When enabled a storm drain manhole, for instance, that uses a block with a "D" in the center would always read correctly no matter the view orientation of the view port...even when occuring in multiple view ports with varying view orientations.

Both [Gravity] Pipe Networks, and Pressure Pipe Networks are greatly lacking the functionality we require in order to use for inclusion in our production plans.

As a result, we currently use them predominantly use them as a design tool, with exception to being projected into both Profile View and Section Views as needed (Plan Display == No Plot Styles)... For Plan views within our sheets, we still use a COGO Point that properly displays the appropriate Block, and provides the 'Orientation Reference: View' the OP is aptly requesting here.
