We are transitioning from LDD to Civil 3D. LDD had a symbol manager which we used to bring in all of our symbols and details. Any suggestions on how to do that in Civil 3D?

Design Center, and Tool palettes for OOTB approach
Or look for a third party Block Manager -- there are probably a couple of thousand out there...
Loosely related, be sure to also setup the necessary Point Groups (in addition to any dependent Point, and Point Label Styles)... This will allow you to import all of your raw point data, and the appropriate symbols will be used without any manual work per-se.
To be clear, this does not manage the blocks as is done via Design Center, etc. - only manages COGO Point display (if that makes sense?).
Cheers
