We want to create filter by reference level in plumbing plans but in filter menu doesn't show reference level in pipe filters.
We want to show underlay drainage pipes in our plans
is there any way to solve this problem?

What we have done is to either create a separate system for underground piping or a separate workset, and create the VG filter based on that.
You can create a filter for pipes with a rule referencing the "Invert Elevation" parameter inherent to pipes. Choose the "Is Less Than" and enter the elevation of the floor level. In any view where that filter is applied it will control the piping that falls below that invert elevation. You can then apply a different linetype or line thickness to display below grade piping as you would like.
We use that method and another to force piping to be displayed below grade regardless of its elevation. Just a yes/no project parameter applied only to pipes that says "BFG Piping". We have a filter that is used to change the linetype for any pipe checked off with "Yes" for this parameter. It's a manual thing but it helps in situations where you need to force the piping to display differently.
