Locking User Keynote/Legend Sequence

Summary: A means to lock a user keynote sequence (on a per sheet basis).

Description: User would have the ability to 'lock' a keynote sequence. There are times where a user produces construction documents with user keynote legends (sorted per sheet). The problem arises after the contract documents are sealed, and the designer needs to remove a keynote. As we all know, once a keynote symbol is removed from a view, the corresponding keynote legend (if it is set to schedule per sheet) will not only remove the specific keynote that is no longer applicable to the specific view, it will also renumber all other keynotes withing the view if they come after the deleted note.

Can a 'lock' or 'issued' setting be added to a keynote legend so a user can lock the sequence of numbers? This will allow the designer the ability to remove a keynote from the plan and maintain the number sequence as issued in the sealed construction documents.
