Default Civil3D eport to older version

Here is a new one to me, I tried to export a dwg file to 200 for another user. The file won't export even though there are no AEC objs in the dwg.
I have tried aecobjexplode it says another command in process and stops there.
I have shut everything down rebooted (twice) and tried again I still get the same message.
I am totally frustrated with this I am late getting this dwg out now to the other person who needs to do so work on it.

Isolate all of the non-C3D objects, which are presumably Lines, Arcs, Circles, Mtext, Polylines, Inserts, etc.
    Run the SaveAs command.
Choose 2000 DXF as the format
Next, from the Tools menu in the upper right corner, choose Options
Then go to DXF options and make sure "Select Objects" is selected.
OK out back to the main SaveAS dialog
Now when you press Save, you'll be prompted to select objects.
Select only the native AutoCAD objects.
By Selecting Objects, the DXF will only contain the selected objects. The C3D file header, etc. will not be written to the file, giving you a clean file with native AutoCAD entities only.
If you mistakenly select a C3D object in your selection, you'll get the warning dialog that says something like "This drawing contains custom objects not supported..." - ignore that. You should still end up with a clean drawing file.

Thanks for the input, I did get this one out with some help from a good tech person. I was astounded at the list of operations he had to go through to to get this to export but he got it there. My next concern though is I have just started the design portion of this project so I am concerned with the dwg integrity and potential for further problems. I have isolated the problem to this specific dwg, but it seems like there should be some way to identify what this "command in progress" is and how to stop it. It should export back to 2000, I would like to get it to work as its supposed to. Just makes me nervous when things like this go south then I'm not sure what else in the dwg may not be correct when I send someone else some data

I almost always have issues exporting to ACAD "the way it's designed" in the program.
I have pretty much started doing the above steps. Even though it's tedious, I know the end result works.

Would using TrueView work for backwards flattening?

however, make sure you're getting paid for that effort!
