Merge few PDF files during publishing

Summary: Publishing all chosen layouts with external PDF files merged into one file.

Description: In publish window: possibility to add any other files than layouts from all opened DWG files.
It would be implemented also in Sheet Set Manager and Automatic Publish Settings.

Best way to accomplish this feature would be loading all pages of external PDF file separately to have ability to sort or manage the order of pages.
