Default "Activate dimensions" when trying to adjust elements

I ran across this today for the first time. I laid out my column grids and then needed to adjust a few. I ran a string of dimensions to all the grids. Normally, I would just click on the grid and the dimension would highlight so I could type in what number I wanted it to be. This time, I had to click on the grid, then go up to the toolbar and click the "activate dimensions" button, and then it turned the dimension blue so I could type in the number. I have never seen this before. Is it new? How do I disable that? What a pain!

    Thanks!

Sometimes it just starts doing that, particularly later in a project when there are lots of dimensions and lots of model objects. Not sure why. It's always been this way.

I have just started the project. I have columns, beams, floor slabs and foundations in. It's frustrating to say the least!
