Sliding Structure Label Leaders

Summary: Allow the structure label leaders to slide anywhere around the outside of the structure instead of only the three static options currently available (At Top of Structure, At Middle of Structure and At Bottom of Structure).

Description: Allow the structure label leaders to slide along the outside of the structure to provide more placement options in profiles. Sometimes with many pipes, structures, labels and other text added to a profile it gets kind of difficult to tell which object the leader is pointing to. This will allow another way to help clarify the objects.

And _that's_ one of several reasons that Civil.3D gets a 'D-' grade in Drafting 101. The idea that this has to be a wish list item (and one that's likely certain toi be ignored by the Devs) is sad....
