CTAB Field prints as pound sign when using Publish

We use fields in our title block to fill in all values. The layout tab field (CTAB) prints as pound signs when using the publish command on machine using 2016 AutoCAD, but printing using plot works fine. Another machine using 2017 AutoCAD works fine as well. Fieldeval is set to 31 on both machines.

FIELDEVAL is saved in each drawing. You need to make sure it's set to 31 in each drawing that's being published.

Are you "background" publishing? If so, disable that and try again.

I disabled the background publishing and that worked.

Do you know why it has to be disabled in 2016 but not in 2017. Just curious.
