    Angry Viewport Scales

I am working with AutoCAD Mechanical 2016 and when use the Viewport Scale Area command I get what is shown in the attachment.
This happens whether units are set to Architectural or decimal. I want to have feet & inches. (Plus some of the ones shown, ie 1:2, 2:1, 4:1, etc.)
This also happens in all the am_ansi templates I open.

This goes with my post on 11-01-2016. I may not have explained my problem correctly:

I am creating a viewport using the "viewport/scale area" command from a toolbar.
I create the viewport and the dialog box opens showing scales like: 1:1, 1:4, 1:1000, 1000:1:.
I have checked the "Default Scale List" and it shows scales in feet & inches.
When I go to the "AM_Standards" tab in options & click on model scale it shows the same scales as the viewport/scale area command does. (ie.: 1:1 1000:1, 1:1000 etc...)
