Map 2017 Legend Issues

I have an SDF map layer connected:
- points
- themed stylization with PNG images
Map looks good, each point type shows the correct PNG. The legend has a problem where it displays the same image for all points. What would cause this?

I checked the Service Packs and Hot Fixes but failed to find one that addresses this.

Is the SDF layer expanded in the Map Display Tab before you create the legend?

Can't recollect if it was. Will give that a try tomorrow. Should it be expanded or collapsed? I'm assuming expanded.

Everything in the Task Pane was expanded. The legend is inserted in paper space and associated with a view port.
