Default Image Frame "DO NOT PLOT" setting faulty/unreliable

Summary: The Image Frame setting (0 (zero), 1, 2, or 3) doesn't always work.

Description: If I don't want image frames to plot, I'll put the setting on 0, but the frame(s) will sometimes still plot! Grrrrr! So I have to change the setting to 2, then it will work. OR Vice Versa: set to 2, and frame(s) will plot, so you have to change the setting to 0. Why can't they just work? (Probably a glitch, so just fix it, please, Autodesk.)

2nd that, I toggle between the two automatically whenever plotting images. I don't think it ever worked as described.

I work with a lot of pdfs and images. I have found that if imageframe is set to 2 in the plot/sheet file before plotting, everything works fine. The settings seem to depend on the file actually being plotted, not the settings of the individual xrefs sources. I usually don't want any frames to plot so I use frame 2 in the sheet file.
