    Default Define Surface from File other than DEM

    Summary: Update the functionality that creates a surface from a DEM so that it can create a surface from a file other than DEM in away that if the file is replaced or updated the surface can be marked out of date or automatically rebuilt (user to select)

    Description: It would be useful to be able to build a surface that is defined from an external file (other than DEM) that contains faces and/or lines and/or points.

    This file would be from any other package so could be an xml/shp/dwg/dxf/dgn/12DA/txt/asc ...

    This allows for data to be received from a third party and updated at will.

    If the file is edited or replaced (drop a new file into the directory and overwrite) then the surface would be marked as out of date or automatically rebuilt - the user would select this in the same way surfaces are currently set to rebuild auto.

    If the complexity is too hard, start with defining from dwg/dxf/12D and add other formats over time.
