"Can't edit element" Error preventing loading

I am having a significant error in Revit 2018 that I have never encountered before. I have a large team working on a hospital project. Twice in the past week, we have encountered the attached error. I have transcribed it below for convenience.

User 1 error:
"Can't edit the element until"[USER2]" resaves the element to central and relinquishes it and you Reload Latest.

User 2 error:
"Can't edit the element until"[USER1]" resaves the element to central and relinquishes it and you Reload Latest.

At least two users will be listed in the error acting as a circular reference of sorts. I have noticed that usually one is in our primary office (Long Island, NY) and the other is located in our satellite office in upstate NY. Could lag when syncing cause a problem? We have all worked on projects together before using Revit 2017 without this issue. Currently, I must Detach from Central to force relinquish. I am looking for a better solution and to avoid requiring checked out worksets that would make view templates harsher.

Sounds like a good time to re-create the Central model. Otherwise, someone may be in the Central model.
