Default Mirrored xref - block text printing upside down

I understand that text within a block will not mirror, however, why is mine turning upside down when I print to PDF?!
I have a block (a window) with Text on it (FX). that block is inserted into my drawing.
That drawing is xref'd into another drawing, clipped, and then mirrored. the text is backwards on screen, ok, not perfect, but I understand.
When I PUBLISH to PDF, that text also appears UPSIDE DOWN! anyone know why this is happening, and more importantly if there's a solution?

I haven't seen that problem before and I don't know what pdf driver you're using, but I would start by trying to isolate if its just that dwg. Can you replicate it in a new test dwg? Make a simple dwg with a text in it then xref it to another new dwg. BTW, you might try using constant attributes instead of text.
