How can I get a spot shot to call out 2 different elevations?
IIRC - you can't actually have a vertical wall on a surface, so the X/Y has to vary from the bottom to the top of the wall, if even slightly (say 0.001)
So given that, there is no reason you can't have two labels at what appear to the be the same XY.

Or if the wall is a consistent height (for example, a street curb might be six inches), then you can use one spot label with two components. One for the actual elevation and the other is the actual elevation plus X amount.

THat did lead to a very good solution. my top of wall label is placed above the bottom of wall but has no leader so they appear as one.
