    Default Labels components

A label style is performing correctly in one file but in another it is generating <X REF MOVED>.

It seems as there is some kind of broken link or absence of the pipe network.

    How do I correct this?

Reload the missing XREF, or re-associate the Label with the replacement XREF part via Properties pane?

If the Label Style you're using displays the reference object (<XrefName>|<Part>) but does not allow for re-associating, then you'll have to replace it.
