high and low points in a surface

can someone explain what the surface high/low points in the toolbox does?
it says "Surface High/Low Points
Creates COGO points at the highest and lowest points within the boundary of a specified surface".

I thought it only found the high point and low point, but it finds a lot more than that.

The Autodesk knowledge network describes it as finding high and low points in relation to watersheds.

Specifically at the bottom of the article

Note: This command does not report the highest elevation within the boundary, nor the lowest elevation in the boundary.
