Default DWG to PDF - Non User Friendly Output

We're running 2019 and DWG to PDF still seems to have a pain in the butt non-user friendly output. We're a Civil/Survey firm. Producing designs and plans to PDF for review/markup, reviewers, clients, and contractors. Since we've been working in 2008 (if thats when dwg to pdf started) and up there hasn't been any improvements or control added to the final product. The specific issue is that the generated PDF isn't just a simple PDF. In Adobe when passing over text the text box is highlighted.

When printing to an Adobe system printer merge/overwrite doesn't always seem to follow the settings.

I've attached a sample PDF generated DWG to PDF and a screen shot of what occurs when the pan hand/cursor rests over the text. Use on an Ipad is near impossible.

I may be really wrong but I am disappointed there isn't anything better.

    Thanks for Listening

Have you tried setting PDFSHX == 0?

That did the trick. Thank you !!!

Do you by chance know a work around to skip the Flattening by Adobe?

You could say the same for virtually all new features introduced in the last decade or so.
