    Default Superpurge

I have tried to use SuperPurge a couple times and would get the dialogue box telling what was purged and all would be "0 items purged".

I kept tinkering with it and now I get a pop up to use it I must but it?Do I have to buy it or is it free with Civil 3D 2018?

It's not free, but it's inexpensive for what you get.

I suspect you were getting zero items purged because you were trying to purge items that can't normally be purged and you did not select "Hard Purge"

While SuperPurge offers a quick fix for purging items that can't normally be purged it can also have unintended results. When AutoCAD's purge command is unable to purge something it's because it's referenced to something else in the drawing. For verticals like Civil 3D where intelligent objects are placed on predefined layers and assigned linetypes SuperPurging a layer, linetype, or style could create serious issues.

There are times when figuring out why the Purge command will not remove something can be a pain, but I'd never use SuperPurge's sledgehammer approach to remove them.

As long as you operate on a copy of your data, you're safe.
