Lost parcels from a parcel revision

You can see the remaining parcels with yellow labels.

The lots that dont have a civil 3d parcel labels were deleted from editing the cul de sac ROW to the far right. All the parcel lines and ROW are still parcel segments and are all still connected.

Whats the best way to create them as parcels again?

Any chance thru editing that the entire ROW parcel was moved to the right, which in turn left the parcels to the left open where their side lines meet the ROW?

After tinkering around I can say definitively that the ROW parcels or any others parcels or parcel segments were moved. I did extend the parcel segments past the ROW and then pull them back to the ROW and it started picking back all the parcel labels then. Obviously it renumbered them. Anyway, Just a little hickup.
