Default Flipping Attributes in Block Editor

I am creating a block for match-line to indicate on the mechanical sheet where work continues on other sheets.

I am using flip command to flip the sheet number and the hatch pattern. If I associate one of the attributes and both hatch patterns to flip about the horizontal axis then that one attribute will flip properly. however, if I select both attributes and both hatches to flip about the same axis then the hatches will flip properly but the attributes stay in the same location. I have looked at other forums and some have identified that the lock position needs to be "yes" and they both are.

Thanks for the help in advance and I can provide more information if needed.
