Creating new Tool Palette Catalogues

I am running building systems 2004 with service pack 1 and the tool palette extension. Can I not just create an empty folder in the source file location for a new tool catalougue? I did that, pointed CAD to it, but now I cant figure out how to get the empty catalouge to show up in CAD.
