If you are talking about wipeouts, you can put them on their own layer and control visibility that way.
Background masking on mtext, dimensions, mleaders, etc. is not the same as wipeouts.

May I ask where do we find this command? I tried it and made some research but there was no sign that this command really exists.This is what came to mind when I read the OP:
Is it a LSP or a planned feature for a future release?

A search on the AutoLISP should provide code examples for controlling Background Mask.
