    Default Binding

I am sending out DWGs to the construction management company. I have 3 base files that comprise all drawings the sheet files reference. Only one of the base files is a Civil 3d file.

What is the best method to bind and save for the construction company that is using an old version of simple Autocad?

    Have you looked into e-transmit?
You can set it such that you can bind (insert) or bind (bind) xrefs, saved to a certain version of AutoCAD, save copies of supporting files such as fonts, plot styles etc.

Lots of options. It's best to test it out to see if it gets you what you want.

i'd suggest adding to the disclaimer that you take no responsibility for the accuracy, completeness or errors in converted files, especially since it's impossible for you actually view the old version file as they will see it in their old version. When you open the converted file back up in your newer version, ACA will load it into the new verrsion, and errors/omissins that might appear in the old version may not in your newer version.
