OK only as an option controlled by a system variable as it wouldn't allow controlling On/Off. Freeze/Thaw, or Color for others that use it. Why not just use a Filter?
Perhaps Autodesk should instead create a Layer Filter control that can be shown in the Ribbon or QAT?
Yes, -LAYER Command can set the Layer Filter using the hidden 'Filter' option but most either aren't aware of that or don't have quick commands setup in LISP to do so in a way that makes it productive.
Having to first use Layer Palette/Manager, then use the Layer control (with that Filter applied) is cumbersome.

OK, let me clarify. If the layer manager is set to look at Xref layer, then that is all you see in the drop down menu, except the current layer. This is most annoying, and useless!
In the Layer Properties Manager Palette click the Setting (Gear) Icon in the upper-right.
At the bottom above the [OK] button uncheck "Apply layer filter to layer toolbar" under Dialog Settings
Now the Layer Filters will not affect the Layer drop down menu anymore.
