Default Viewport annotation scale less than standard scale

I have made these different in the past when I needed to create a 10 scale for detail and made the annotation scale 20 so the text was larger for clarity.

I have taken a regular Arch D and modified the layout for an 11X17 to plotter for stormwater report.

Is ther anyway to get the surface labels to scale down?

Default Re: Viewport annotation scale less than standard scale

Civil 3D labels only use the Standard scale setting of a viewport.

Print full size sheet as a PDF then print the PDF to the reduced size needed.
