Summary: If a user opens a central model directly from windows explorer, ask if they would like to create a local copy instead.
Description: Don't open the central model as a project until Revit prompts the user if they want to open the central model directly or if they would like to instead create a local copy on their machine. That way the user does not have to remember to open the program first and open the project from within the program.
