To make use of the Sheet Set Manager you need to have your title blocks in paper space.
If you have to stay in model space use other methods like our JTB BatchAttEdit app to bulk edit attributes across many drawings.

This is not completely true. One must have a layout associated with the drawing. The titleblock can still reside in modelspace. However, some features of the Sheet Set Manager may not work as intended, such as fields associated to sheet set manager properties. I think all that is really needed, would be a viewport to allow for viewing or plotting the content of the associated sheet.
