This is not completely true. One must have a layout associated with the drawing. The titleblock can still reside in modelspace. However, some features of the Sheet Set Manager may not work as intended, such as fields associated to sheet set manager properties. I think all that is really needed, would be a viewport to allow for viewing or plotting the content of the associated sheet.
