Tool Palette Groups

Is there a programatic way to remove/delete/overwrite a users tool palette groups and insert a new set? Without doing is on every users computer and without reseting their profiles?

Yes there is. Our company did just this but I needed to outsource the coding. I can't give you anymore "help" than this... =/
