Default Point Clouds and Unresolved Links in BIM 360

I'm using cloud worksharing in BIM 360 for the first time. We have a massive point cloud split into 27 individual .rcs files, which we are hosting on a local external hard drive. Only one user needs to reference the point cloud. For the rest of the users, they get an "Unresolved Links" dialog every time they open the workshared file.

I thought that I could put all the point clouds on a workset that is closed by default, but apparently Revit still attempts to resolve each link.

Does anyone have a best practice to recommend? I don't want to delete the point clouds prematurely, and most users don't need to reference them.

You have the right idea, but I do it differently. Instead of putting the point clouds on a Workset, put them inside individual Revit files that reside either on each Workset (that's what I would do) or are loaded on demand. The link will be to easy to access Revit files and you will not get that error.
