i saw somewhere a video tutorial which explain how to create a title block that make a list of whole the plans (circle in red) of the project and the current plan in the sheet that showing written in bold text.

This is most likely done using a sheet list and it being placed on the sheet so that is within the borders of the titleblock information. There is no way to have this in the actual titleblock family. As for highlighting which sheet you are currently looking at I would suspect that could be done using dynamo or the Revit API but i do not have experience with either.
