AutoCAD ignoring draw order/plot issues

Does anyone know what is causing an issue shown in the photos? The first attachment shows my plot and AutoCAD does not care about the draw order. Lines overlap text, a weird border around text masks appear for some reason, and my set pin for a corner is overtaken by the linework. Co-worker opens the drawing and PDFs it the exact same way and it plots fine. I have even tried plotting from 2018 and it did not impact the plot. I checked on draworderctl system variable and it was set to 3 which I believe is correct.

Started a new drawing and created some dummy linework and the issue persists, however when I opened a drawing I was working on early in the week I can plot it just fine.
